Melihate Tërmkolli

Prof. Ass. Dr. Melihate Tërmkolli is an esteemed academic and experienced public servant, currently serving as a lecturer at the Faculty of Public Administration at AAB College, Kosovo. She was born in Bardhi i Madh, Fushë Kosovë, and currently resides in Prishtina.

Dr. Tërmkolli has held numerous high-level positions in the public sector and academia over the past four decades. She earned her PhD in “European Legislation and Institutions” from the Institute of European Studies at the University of Tirana in 2019, with a dissertation titled “The Process of European Integration as a Goal and Challenge Towards a More Functional Administration.” Prior to this, she earned a Master’s degree in Law from the University of Prishtina with a thesis on public administration reform in Kosovo.

Her academic expertise covers subjects such as Labor Law, Public Administration Organization and Management, and Legal Terminology. She has been actively engaged as a lecturer at AAB College since 2013, and has also served as a guest lecturer at the State University of Tetova.

Prof. Tërmkolli’s public service career is distinguished by her leadership in key state-building efforts in Kosovo. She has served several terms as a Member of the Parliament of Kosovo (1992–2018), including during the early 1990s under the Socialist Autonomous Province of Kosovo. From 2004 to 2007, she served as Minister of Public Services and led Kosovo’s inter-ministerial group on public administration reform and institutional standardization. She was also a central figure in developing Kosovo’s legislative and democratic frameworks during post-war transitions.

In addition to her political and academic contributions, she is a prolific author and researcher. Her scientific works have been published in reputable international journals such as Corporate Law & Governance Review, Academic Journal of Business, Administration, Law and Social Sciences, and Diskutime. Her research primarily focuses on public administration reform, European integration, and good governance. She has presented at multiple international conferences, including the University of Prishtina, the Danubius University in Romania, and institutions in North Macedonia and Albania.

She is also an accomplished writer, having authored several books including Mars i Acartë (2022), Mos (i) harroni, janë tokat tona (2020), and Monument Gruas (2009). Her literary work often intersects with political themes, especially focusing on women’s roles in resistance and governance.

Throughout her career, Prof. Tërmkolli has participated in and initiated numerous training programs, including the European Integration School by KFOS and KCSF, and leadership programs with the National Albanian-American Council. She is also known for initiating the documentary film “Gratë e Lirisë”, which honors women’s contributions during the Kosovo conflict.

Her journalistic contributions in Koha Ditore have addressed critical political and legal issues in Kosovo, showcasing her role as a public intellectual deeply engaged with societal development.

Prof. Tërmkolli remains a prominent voice in academia and governance, contributing to the democratic and institutional development of Kosovo while mentoring future leaders in public administration.
