Official opening of the conference and its significance
On 18-19 September 2025, the Kosovo Pedagogic Institute (KPI) organized the International Scientific Conference “Lifelong Learning: An Inclusive Approach from Early Childhood Education to Vocational Education and Training” in Pristina. The event was officially opened by KPI Director Prof. Osman Buleshkaj and the Acting Minister of Education, Ms. Arbërie Nagavci, who underlined the importance of the conference in guiding Kosovo’s education policies and reforms.
Prof. Xhavit Rexhaj’s keynote on Kosovo’s pre-university education
Representing AAB College Pristina, Prof. Xhavit Rexhaj, coordinator of the EduLab Project funded by Horizon Europe, delivered a keynote lecture on “Challenges, Myths, and Reality in Kosovo’s Pre-University Education.”
EduLab Project: methodology and objectives
He introduced the EduLab Project (European Youth in Transition in Education and into the Labour Market), presenting its methodology and objectives in identifying barriers and enablers that shape young people’s pathways through education and into employment. The project aims to provide evidence-based policy solutions to strengthen education systems and labour market integration.
Key education issues and factors affecting quality
In his address, Prof. Rexhaj highlighted critical issues within Kosovo’s pre-university education system through the lens of education effectiveness research (EER). He emphasized that external factors—such as the structure of education finances, inefficient resource allocation, unclear policies, and weak implementation of legal frameworks—directly undermine the quality of teaching, curricula, assessment, and textbooks.
Panel discussion and future reform opportunities
The keynote was followed by an engaging panel discussion moderated by KPI senior researcher Selim Mehmeti, during which participants discussed the pressing challenges and reform opportunities raised in Prof. Rexhaj’s lecture.

This international event further strengthened the visibility of AAB College and the EduLab Horizon Europe Project, showcasing their contribution to advancing lifelong learning, inclusive education, and evidence-based policymaking in Kosovo and beyond.
