Asoc.Prof.Dr.Bashkim Rrahmani was born on February 01, 1964, in Novosellë Gjakovë, where he finished elementary and high school. In 1989 he graduated with a law degree from the Faculty of Law – University of Prishtina. (https://uni-pr.edu/) During regular studies at the University of Prishtina, as a distinguished student, he exercised the function of Assistant Dean with the complete mandate. In 2008, he finished postgraduate studies at the London Metropolitan University, whereas a title of Doctor of Science at Law at the European University of Tirana, defending the dissertation: “Pozita Juridiko Ndërkombëtare e Kosovës 1974 2011”. His professional career started during regular studies at the University of Prishtina, by exercising the function of the Assistant Dean, where, ex officio, he was a member of the Scientific and Learning Council and a member of the Board of the Faculty.
Professional practice after graduation, he worked at the Labour Court in Gjakova, and after that, he became a Labour Inspector at the Gjakova municipality. At this function, he exercised supervising control over the labour process; relationships between employer and employees over the private and public enterprises. Before this, he was the Head of Human Resource Department, Agriculture Cooperative, Bec-Gjakova, where he managed the department in the process of recruiting and training employees, and represented the organization in court disputes, as well as dealt with other state authorities in the interest of the inner development of the organization. During 1994 – 1999 he was the Field Representative, The Krieble Institute of the Free Congress Foundation, Kosovo/Washington, DC. In this capacity he represented the institution in the region; organized training conferences for new leaders emerging in the countries from the former socialist block; established links between the Institute and the authorities and organizations in the region; initiated development of new programs; prepared reports which were sent to the headquarters in Washington, DC which served for the needs of the institute and they were also published in the bimonthly newsletter Monitor; etc.
(1994-1999) he also exercised the duties of Inspector of Education, Council for Education, Gjakova, and at the same time served as described for The Krieble Institute of the Free Congress Foundation. During 1999-2001, Professor Rrahmani was Executive Director and Editor in Chief of the magazine Demokracia, where he led and managed the association and edited and published the monthly magazine Demokracia. Publication of the magazine was one of the several activities of the association, whereas as the editor in chief published dozens of articles, commentaries, reviews, etc.
(1999-2001). Afterwards, he became the Executive Director of the Foundation for Democratic Initiatives, Gjakova. During 2001 – 2011, he managed and led the foundation, which was one of the biggest foundations in Kosovo. Represented the foundation, was a key figure on staff management; management of the programs, established relationships with the donors (USAID, RBF, CIDA, MOTT, BTD, etc), and maintained these relationships. As the leader of the foundation managed the most important programs in the field of advocacy, community development, philanthropy, etc. In addition, he led the KNAP program – the biggest program of Advocacy in Kosovo supported by USAID.
Over the years, he has undergone many professional trainings organized in Kosovo and abroad. Some selected trainings will be presented below:
In the capacities of the Field Representative of the Free Congress Foundation, trained in Rule of Law, Election Campaigns, Advocacy and Lobbying, Project Circle Management, Fundraising, Strategic Planning, Managing NGOs, Philanthropy, etc. (1994 – 1999).
During 2012 -2015, he worked as a lecturer at the Haxhi Zeka University, where he taught International Law for Human Rights, EU Law, Local Governance, and at the Universum College, where he lectured on Constitutional Law and International Public Law.
Professor Rrahmani, during these years in addition to the academic activities, has continued to be an active part in the civil society activities and continues to be the board member of Kosovo Gender Study Center.
Professor Rrahmani has a busy academic career at the AAB College (Faculty of Public Administration and Faculty of Law) where since 2017, he has been a member of the regular staff engaged at the Bachelor and Master level of studies. He is a member of the Scientific Council of the College and the head of the Disciplinary Commission for the Faculty of Public Administration. During the last three years he has been the Coordinator of the EU Commission-funded project, EU Impact in Kosovo.
