Basri Muja

Dr. Sc. Basri Muja is a university lecturer and specialized expert in the fields of public administration, political science, diplomacy, and quality assurance in higher education. He has an extensive academic and institutional career that spans over two decades, contributing significantly to the development of education standards in Kosovo and through collaboration with international partners.

Personal Life

Dr. Muja was born on March 2, 1968, in Mitrovica, where he completed his primary and secondary education. After studying at the Faculty of Law of the University of Prishtina (1989–1993), Dr. Muja continued his academic journey in Germany, where he completed undergraduate and graduate studies in political science and sociology (2000–2005), followed by a doctoral degree in Political Science (2016–2019) at Friedrich-Alexander University of Erlangen-Nuremberg. His academic formation in Germany played a crucial role in shaping his European-oriented academic profile, grounded in Western research methodology.

Studies

One of the most important positions he has held is that of Director of the Kosovo Accreditation Agency (2009–2015), where he was a founding figure in developing Kosovo’s quality assurance system for higher and vocational education. During his mandate, and following a comprehensive review by renowned international experts, the Kosovo Accreditation Agency achieved full membership in the European Association for Quality Assurance in Higher Education (ENQA) in 2014.

Dr. Muja was actively involved in working groups for drafting frameworks and documents related to institutional and program evaluations, licensing, accreditation procedures, and academic staff training. He led major national and regional processes and represented Kosovo in ENQA’s working groups on revising the European Standards and Guidelines (ESG), as well as on developing standard policies and procedures for human resource development in ENQA member agencies.

From 2016 to 2020, he worked as an independent consultant in the fields of higher education, public policy, and institutional capacity development. He contributed to the development of the National Qualifications Framework, supported reforms in public financial management, human resource management, and international cooperation between educational institutions and international donors.

Academic Teaching

Since 2020, Dr. Muja has been a member of the academic staff at AAB College, where he lectures in public administration, political science, and legal studies. He is actively engaged in curriculum development, internal quality assurance, and the strategic internationalization of higher education in Kosovo, with a particular emphasis on integrating German pedagogical practices into the local context.

His teaching experience also includes previous academic positions at Dardania College and Victory College, where he contributed to building internal quality systems and designing labor market-oriented study programs rooted in pedagogical innovation.

In addition to his academic roles, Dr. Muja has served as a guest lecturer at international universities, including the University of Kehl in Germany (May 2025). He is also a frequent media commentator on political, institutional, and educational developments in Kosovo and beyond.
