Artan Dreshaj

PhD C. Artan Dreshaj was born on March 22, 1984, in Nabërgjan, Municipality of Peja, where he completed his primary education. Subsequently, he finished high school at the “Bedri Pejani” Gymnasium in Peja. He then completed his undergraduate and master’s studies at AAB College, focusing on Management and Informatics. Currently, he is pursuing doctoral studies at the South East European University, Faculty of Contemporary Sciences and Technologies, North Macedonia.

In 2008, he was certified as a Microsoft Certified Professional in Database Administration for SQL Server by Microsoft Corporation.

Furthermore, in 2023, he completed the Program on Cyber Security Studies at the George C. Marshall European Centre for Security Studies in Garmisch-Partenkirchen, Germany. In addition, in 2024, he completed the Global Internet Governance Program at Carnegie Mellon University in Pittsburgh, Pennsylvania.

Professional Experience

PhD C. Artan Dreshaj began his professional career in 2004 at the Ministry of Public Services as a Database analyst. Later, he transitioned to roles as a Software developer and Database administrator until the end of 2009. In 2010, he started working at the Tax Administration of Kosovo as an IT Project Manager. Subsequently, he served as Director of the Department for Information and Communication Technology at the Civil Registration Agency from July 2010 to April 2015.

Following that, from May 2015 to January 2022, he was Director of the Department for Systems Administration and Communications at the Ministry of Internal Affairs. Thereafter, from February 2022 until the end of December 2024, he held the position of Director of the Department for Cybersecurity and Systems Administration at the Ministry of Internal Affairs.

As of December 24, 2024, he serves as the Acting General Director of the Agency for Information Society.

In parallel, since 2014, he has been a Lecturer at AAB College, teaching subjects such as Introduction to IT Security, Software Quality Assurance, IT Project Management, Database Management Systems, Information Systems Monitoring, and Operating Systems.

Throughout his over 20-year professional career in the field of information technology and cybersecurity for public institutions, PhD C. Artan Dreshaj has held significant roles. Notably, he has served as the Responsible Officer for drafting cybersecurity legislation.

  • Responsible officer for drafting the National Cybersecurity Strategy;
  • Open-Source Intelligence (OSINT) trainer for law enforcement institutions;
  • Cyber hygiene trainer for public officials; Deputy Chair of the National Cybersecurity Council (2016–2021);
  • Designer of data integration into the Civil Status Register and the generation of the citizen’s PIN at birth.
