Dr. Avdyl Sh. Pacolli is a Specialist in Family Medicine and Occupational Medicine. He was born on January 11, 1975, in the village of Marec, Municipality of Prishtina, and resides permanently in the village of Hajvali, also in the Municipality of Prishtina. He was raised by two parents who dedicated their lives to his education and upbringing. He completed his primary education at “Shkëndija” Elementary School in Hajvali (1982/83 – 1989/90), and his secondary education at the “Dr. Ali Sokoli” Medical High School in Prishtina, majoring in General Nursing (1990 – 1994).
In the academic year 1994/95, he enrolled at the University of Prishtina, Faculty of Mathematical and Natural Sciences, in the Biology department, where he completed two years. Later, in 1996/97, he transferred to the Faculty of Medicine at the University of Prishtina, majoring in General Medicine, from which he graduated in 2006 and earned the title of Doctor of General Medicine. He continued his postgraduate studies at the same university in the Center for the Development of Family Medicine (QZHMKF), specializing in Family Medicine (2011–2014).
From 1999 to 2006, Dr. Pacolli worked at the University Clinical Center of Kosovo (UCCK) in the Surgery Clinic, Neurosurgery Department, as a General Nurse. Starting from June 1, 2006, he was employed as a General Practitioner at the Main Family Medicine Center “Dr. Vezir Bajrami” in Shtime, where he worked in the Emergency and Resuscitation Service until October 31, 2008. Since November 1, 2008, he has been working at the Emergency Medical Center in Prishtina, where he currently remains active.
Within this institution, he has held various leadership positions, including team leader, unit supervisor, and director. From May 24, 2014, to March 15, 2016, he served as Acting Director of the Emergency Medical Center (EMC). On March 27, 2015, he earned the title of Specialist in Family Medicine and has since held a permanent employment contract as a Family Medicine Specialist at the EMC in Prishtina.
From 2016 to 2020, he served as Acting Director of the EMC in Prishtina, and since 2020, following a public competition, he was officially appointed Director of the institution, a position he continues to hold. Between 2020 and 2022, he completed a Master’s degree in Health Management at AAB College.
In 2011, Dr. Pacolli began working as an Insurance Medical Expert in the Health Department of KS-SIGURIA, where he assessed health-related damages until 2015. Since 2016, he has worked under a fixed-term contract with the EUROSIG Insurance Company in the Health and Non-Material Damage Department, serving as an expert evaluator. From 2018 onward, he has continuously served as a Censor for EUROSIG, assessing non-material damages such as TPL and TPL+, bodily injury levels, and loss of working capacity.
He is also an expert in determining the Reduction of Permanent Life Activity (ZAPJ), assessing both minor and serious bodily injuries, as well as the degree of physical impairment. Since 2019, Dr. Pacolli has been a lecturer at AAB College, teaching in the Nursing Sciences – Bachelor program.
On April 6, 2023, he was certified as a Judicial Expert by the Kosovo Judicial Council, licensed as a Specialist in Family Medicine (license no. 648/23). He continues to provide expert medical evaluations upon court request throughout the Republic of Kosovo.
In 2020, through a public competition by the Ministry of Health and SHSKUK–QKUK–QKMP–Gjakova, he was selected for specialization in Occupational Medicine. From October 23, 2020, to December 26, 2024, he completed his specialization under the mentorship of Prof. Assoc. Dr. Ismet Bajraktari at:
His focus included the assessment and management of workplace health risks, risk factor evaluation, orientation and selection, promoting employee well-being and safety, and determination of remaining work capacity.
Part of his occupational medicine internship was completed successfully in 2024 at HZJZ – Occupational Medicine Service in Zagreb, Croatia. There, he acquired advanced practices in worker care, risk management, and health assessment in workplace environments.

Dr. Avdyl Pacolli is married to Dr. Spec. Teuta A. Gecaj (Specialist in Prosthetic Dentistry) and is the father of two children: Mal Pacolli (12 years old) and Era Pacolli (9 years old). He resides in Hajvali and Prishtina.
