Arben Lila

Education

Arben Lila completed his undergraduate studies at the Faculty of Electrical and Computer Engineering, University of Zagreb (1987–1991), where he specialized in Computer Technology and Micro-processor Architecture, earning his MSc in Electrical Engineering. From 1998 to 2003 he pursued doctoral studies at the Institut für Breitbandkommunikation, Vienna University of Technology (TU Wien), focusing on Telecommunications and Performance Modelling for Communication Networks. He is currently a PhD candidate and lectures Computer Science courses at AAB College in Pristina.

Professional Experience

With 20+ years of multi‑sector experience, Arben has worked across academia, government and civil society.

  • 2021‑present – Lecturer / PhD Candidate, Faculty of Computer Science, AAB College, Pristina.
  • 2012‑present – Program Manager, Kosovo Advocacy & Development Centre (KADC): leading tobacco‑control, environmental policy and circular‑economy programmes.
  • 2011‑2012 – Strategic Planning Advisor to the Chief State Prosecutor, Kosovo.
  • 2007‑2011 – Senior IT Advisor, USAID/NCSC Kosovo Justice Support Program.
  • 2005‑2007 – IT Advisor to the Minister of Justice, Kosovo (USAID/NCSC).
  • 2005 – ICT Advisor, UNDP/KFOS Capacity‑Building Facility.
  • 1998‑2003 – Researcher & Lecturer, TU Wien (Austria) – focusing on RPR, SDH/SONET, ATM, IP, MPLS networks.

He has undertaken study visits in Austria, Croatia, the USA, and Kosovo for academic collaboration and digital-governance projects. As initiator of the AAB College–Trent University partnership (Canada, 2024–25), he facilitated student mobility. Within KADC, he founded the “Circular Coalition” network to promote the circular economy. He is regularly invited on national television to discuss implementation of the Tobacco Control Law and air-pollution issues.
