Blerim Olluri

Rector

Blerim Olluri was born on December 7, 1974 in Lipjan, Republic of Kosovo. He completed primary and secondary school in his hometown in Lipjan, university studies in Pristina at the Faculty of Chemistry, master’s studies in Sarajevo at the Faculty of Criminology. While he completed his doctoral studies in the field of justice in Tirana.

Blerim Olluri has considerable experience as a university professor in higher education institutions, mainly in criminal subjects.

He is currently the Rector of AAB College, the largest non-public university institution in Kosovo and the region. Olluri was a member of the Council for Quality within the Kosovo Agency for Accreditation of Higher Education Institutions, he is also a regular member of the American Academy of Forensic Sciences-AAFS.

He is certified as a forensic expert in many areas of forensic expertise.

He attended scientific conferences, specialized trainings inside and outside the country.

There are scientific papers published in SCOPUS, Web of Science as well as many local scientific papers.

Some of the professional and managerial experiences:

Blerim Olluri joined the Kosovo Police in 2000, during his 15-year service he was promoted to sergeant, lieutenant, captain, major and police lieutenant colonel.

From 2003-2010, he was appointed director of the Central Forensic Laboratory in the Kosovo Police. During this period of time, he made a fundamental contribution to the establishment, construction and functioning of the Central Laboratory of Criminalistics, at the same time he contributed to the transformation of this laboratory into the State Agency for Forensics, including the drafting of legislation, the transfer of personnel, the contracting of personnel and the transfer of assets from the Kosovo Police to the Kosovo Agency for Forensics within the Ministry of Internal Affairs.

In 2015, he was appointed Chief Executive Officer of the Kosovo Agency for Forensics as the highest executive, administrative, technical and operational authority in the state institution mandated to design the policies and strategy of the specialized institution, general administration and management, organization and employment of personnel, issuing administrative instructions and decision-making, effective and efficient management of human resources and the institution’s assets. During this mandate (2015-2024), the Kosovo Agency for Forensics under his leadership marked the development and enhancement of forensic capacities and functions, with many scientific laboratories being accredited according to international standards.

Today, the Kosovo Agency for Forensics under the 20-year leadership of Blerim Olluri is considered one of the most credible and advanced agencies not only in Kosovo but also in the region and beyond.

Blerim Olluri is considered the founder of the Central Laboratory of Criminalistics and Forensics of Kosovo.

Blerim Olluri was a member of the Kosovo Liberation Army.
