Edlira Qefalija

Edlira Qefalija was born on June 17, 1979, and is specialized in the fields of electronic engineering and information technology. She completed her higher education at the Polytechnic University of Tirana, graduating in Electronic Engineering with a Master of Science in IT. She later pursued a second Master’s degree in Management at the University of Turin in Italy. Currently, she is a PhD candidate in Computer Science at the South East European University in North Macedonia. Her educational journey began early at the American Technical School “Harry Fultz,” where she trained as a mid-level electronics technician and later as a general secretary with a focus on translation and documentation.

Since 2012, she has been a lecturer at AAB College in Pristina, where she contributes to the Faculty of Computer Science as well as to software development in the college’s technology office. Alongside her academic career, since 2021 she has worked as an electrotechnical engineer at AGRO COM SHPK, a factory that produces farm animal feed. Previously, she served as an IT engineer at the multimedia company Mozaiku SHPK and held similar academic roles at other colleges in Pristina, such as Victory College and FAMA University.

Edlira recently published the scientific paper “Literature Review on Constraint Satisfaction Problems Solving”, presented on November 21, 2024, at the 8th International Symposium on Multidisciplinary Studies and Innovative Technologies held in Ankara, Turkey. She also published the research paper “AI-Driven Comparative Analysis of Decomposition Techniques for CSP Solving” on June 10, 2025, at the 14th Mediterranean Conference on Embedded Computing (MECO) held in Budva, Montenegro.

In the public sector, she has extensive experience in World Bank–supported projects, having worked as a monitoring and evaluation expert at the Ministry of Agriculture, and earlier as a senior officer at the Ministry of Trade and Industry in Kosovo.

Alongside her academic and institutional career, Edlira has rich experience in media. She worked for over nine years as a producer and television program host at Radio Television of Kosovo and previously held roles as an editor, translator, journalist, and presenter in various media outlets such as ALSAT, Top Channel, Telenorba, and Alba TV. She has also contributed to EU projects in Albania as a trainee and coordinator. Currently, she continues her media work in both Kosovo and Albania, where she is often invited as an analyst, panelist, or commentator on a wide range of topics, including economic and social issues as well as matters related to computer science in general.

Throughout her career, she has attended numerous trainings and received certifications in areas such as development policy, project management, public procurement, financial and donor resource management, project evaluation, and foreign languages. In addition to her native Albanian, she is fluent in English and Italian, has good knowledge of Spanish and French, and basic proficiency in Swedish.
