Prof. Ass. Dr. Mentor Borovci was born on January 8, 1980, in Prishtina, where he also completed his primary and secondary education. He graduated from the Faculty of Law at the University of Prishtina “Hasan Prishtina,” earning the title of Graduate Lawyer. He continued his postgraduate studies at the same institution, obtaining the title of Master of International Legal Sciences (2009), with the thesis: “Privileges and Immunities of Diplomats with a Special Focus on the Vienna Convention on Diplomatic Relations of 1961.” In 2019, he successfully defended his doctoral dissertation titled: “The Role of International Organizations in the Recognition and Non-recognition of States,” earning the title Doctor of International Legal Sciences.
His professional career is closely linked to the development of the state institutions of the Republic of Kosovo. Since 2017, Prof. Borovci has served as the Director of the Legal Office within the Office of the Prime Minister, where he oversees the process of drafting, harmonizing, and quality control of legislation, ensuring compliance with the Constitution, existing laws, and EU standards. He is the originator and leader of the Legislative Drafting System (LDS), the only electronic legislative drafting platform in Kosovo, and has directly contributed to the creation and updating of the Central Register of Permits and Licenses and the Register of Sub-Legal Acts.
He is the central coordinator of the Government of the Republic of Kosovo’s Legislative Program, the Plan for Sub-Legal Acts, and the Ex-Post Legislative Evaluation Program. In this role, he plays a key role in supporting good governance reforms, coordinating the Government’s opinions on legislative initiatives of the Assembly, approximating legislation with the EU Acquis, and implementing the recommendations of the Venice Commission. He also leads the work with the Council of Directors of Legal Departments as a coordination mechanism of the Government Legal Service. His institutional contribution also includes drafting legislative and EU Acquis harmonization manuals, increasing transparency in the legislative process, and developing capacities for monitoring and evaluating the impact of laws.
During his career, he has held a number of high-level leadership positions, including: Director of the Legal Department at the Ministry of Justice, Acting Secretary of the Ministry of Diaspora, Director of the Investigations Department at the Anti-Corruption Agency, Senior Legal Officer in the Office of the Prime Minister, Legal Consultant for the Interim Media Commissioner, and Legal Consultant from NDI at the Assembly of the Republic of Kosovo. He has represented the institutions of the Republic of Kosovo in both domestic and international forums and has been involved in drafting public policy documents, national strategies, and draft laws for key institutional reforms.
Prof. Borovci has led inter-institutional working groups in drafting dozens of legal analyses, concept documents, ex-post legislative evaluations, strategic documents, as well as in the drafting and harmonization of draft laws in the fields of human rights protection, justice and rule of law, anti-corruption, prevention of conflict of interest, asset declaration, diaspora policies, simplification of permits and licenses, and reduction of administrative burdens. He has also supported major integration processes within the framework of the dialogue with the European Union.
As a recognized legal expert, he has represented the Government of Kosovo before the Venice Commission, where he presented and defended draft laws such as the Draft Law on Legal Acts, the Draft Law on the Government of the Republic of Kosovo, the Draft Law on Public Gatherings, and the Draft Law on the Financing of Political Parties.
He is also a certified trainer by KIPA (Kosovo Institute of Public Administration) for the Legislative Drafting System and Ex-Post Legislative Evaluation and has been an active participant in high-level conferences such as the Anti-Corruption Conference (Korea 2020) and the Conference at the Italian Parliament (2024), among others.
In addition to his governmental engagements, he is actively involved in academic life. He currently holds the position of Assistant Professor at AAB College, where he lectures on the following subjects: Public International Law, European Law, Constitutional Law, European Business Laws and Regulations, Competition in Europe, as well as modules included in Erasmus+ projects. He is also the co-author of the manual “Doing Business in the European Union Market.”
In the past, he has lectured at “Kadri Zeka” University in Gjilan, the Public University of Prizren “Ukshin Hoti,” ISPE College, Humanistika College, and Gjilani College, covering a broad range of subjects such as: Private International Law, Contract Law, Law of Obligations, Civil Procedure Law, Public Law, Roman Law, History of State and Law, EU Law, Globalization of International Relations, Coordination of Economic and Employment Policies in the EU, International Human Rights Protection, and Parliamentary Theory and Practice.
In his role as Director of the Law Program at the Public University of Prizren, he led the full academic restructuring of the program, initiated partnerships with international institutions, and built an integrated platform for advancing quality in education, scientific research, and connection with the labor market.

Dr. Mentor Borovci has made a significant contribution to building institutional capacities, strengthening the normative foundations of governance, enhancing professionalism in public administration, developing systems for assessing the impact of legislation, and promoting evidence-based approaches in the legislative process.
He is married, has two children, and lives in Prishtina.
