Prof. Assoc. Dr. Lulzim Shabani was born on March 2, 1967, in Ferizaj, where he also completed his primary and secondary education. His academic journey began in 1986 at the University of Prishtina, Faculty of Economics, where he graduated in Economics and Entrepreneurship (https://uni-pr.edu ). This period laid the foundational knowledge in the fields of economics and management, setting the stage for his further professional and academic development. After completing his bachelor’s studies in 1989, he pursued his academic advancement at “Globus” College in Prishtina, where he successfully completed a Master’s degree in International Management. During this time, he deepened his understanding of modern management theories and international approaches to organizational management in the context of globalization and regional economic developments.
In 2011, he began his doctoral studies at the European University of Tirana (UET), Faculty of Economics, in the Department of Information Systems Management. Over five years (2011–2016), he dedicated himself to advanced research on e-governance processes in the context of the Republic of Kosovo. His studies culminated with the title Doctor of Economic Sciences (Ph.D.), with a scientific dissertation entitled: “e-Governance Challenges and Developments in the Republic of Kosovo” (https://uet.edu.al ). This research addressed the challenges and opportunities of digital transformation in the public sector and contributed to building a sustainable scientific foundation on e-governance in Kosovo.
He began his professional career in the late 1990s, during a challenging and transformative period for Kosovo, marked by the need for institutional development and the strengthening of human capacities. In 1999, he started working as a lecturer at the Workers’ University in the Municipality of Ferizaj, an institution aimed at adult education and vocational training, focusing on practical knowledge development and preparation for the labor market. During this period, he contributed to the theoretical and practical training of various citizen groups in the field of Information and Communication Technology (ICT).
In 2000, alongside his role as a lecturer, he began working as a trainer at the international NGO WAMY, where for four consecutive years (2000–2004), he led training programs focused on personal development, civic education, youth engagement, and community capacity building. These trainings aimed to empower youth for active participation in the country’s democratic and developmental processes.
From 1999 to 2017, he was engaged in the Directorate of Planning and Development of the Municipality of Ferizaj, where he held high-level professional and managerial responsibilities. Initially, he served as a manager in this directorate, coordinating development plans, socio-economic analyses, and strategic reports for local development. From 2007 to 2008, he was promoted to Director of the Directorate, where he led urban and economic planning processes, strategic document drafting for the municipality, and coordination with local and international organizations on regional and infrastructure development projects.
From 2018 to 2024, he served as a trainer at Caritas Luxembourg Foundation, where he was involved in the design and delivery of trainings aimed at empowering vulnerable groups, promoting social integration, and professional development through contemporary and interactive methodologies. His work with Caritas enabled him to operate in an international context and enrich his pedagogical and developmental approach. As of September 1, 2024, he serves as Chairman of the Foundation’s Board.
After extensive experience in public administration, Professor Shabani gradually shifted his professional focus toward higher education and academic teaching. In 2011, he began working as a lecturer at “Pjetër Budi” College, where he remained until 2014, teaching subjects in economics and ICT. In 2015–2016, he continued as a lecturer at Universum College, contributing to bachelor’s and master’s programs with theoretical and practical knowledge necessary to face labor market challenges and manage public and private institutions effectively.
Since 2017, he has been a full-time Professor at AAB College in Prishtina, teaching bachelor’s and master’s level courses in the following areas: Business Informatics, Management of Information Systems, Database Management, E-Business, and more.

In addition to his continuous professional engagements, he has also attended important trainings in the fields of education and management, with a special focus on improving the quality of teaching and project planning. He obtained a teaching certificate, with a particular emphasis on competency-based student assessment and grade construction—a training that equipped him with contemporary knowledge to more fairly and structurally evaluate students‘ achievements in line with curricular standards.
He also successfully completed training in project planning and management, which addressed essential aspects of project development and implementation in various organizational contexts. This education was further deepened through advanced training on the same topic—Project and Management Planning – Advanced Level—where more in-depth techniques of strategic management, sustainable planning, and effective performance monitoring of projects were developed.
In recent years, he has attended a series of professional trainings covering various areas of personal development, management, public policy, and education. His training journey began in May 2000 with learning the English language through a program organized by WAMY. Later, in March 2003, he participated in the “Start Your Business” (SYB) training, a course dedicated to young entrepreneurs, organized by the International Labour Organization (ILO).
In February 2006, he completed training in Project Management, organized by MPS in Pristina, followed in October of the same year by an advanced training on Public Policy Development and Priority Setting, also organized by the Ministry of Public Administration (MAP).
In March 2010, through USAID, he attended training on Performance Management, and in June of the same year, participated in training on the Public Procurement System in Kosovo. Furthermore, from August to October 2011, he was part of a specialized program on Rural Policy Development, supported by GIZ.
In June 2012, he completed training on Project Monitoring, organized by UBT in Pristina. This was followed in March 2014 by participation in the Academy for Development, and in October of the same year, he attended training on protocol matters, including a special training on institutional protocol, organized by the OSCE in Pristina.
In April 2017, he was part of a program on New Tools for Improving the Learning Process in High Schools in the Republic of Kosovo, and in June 2017, he completed training on Scientific Research and Data Analysis using the SPSS program, which significantly contributed to his research and analytical skills.
With extensive experience in higher education, international training, and public administration, Prof. Assoc. Dr. Lulzim Shabani has developed a solid professional profile that combines academic expertise with practical skills in management, institutional development, and education.
He is married, has three children, and lives in Ferizaj.
