Blerim Olluri was born on December 7, 1974, in Lipjan. He finished his elementary and secondary education in his hometown. He finished his master’s degree at the Faculty of Criminology in Sarajevo, while he pursued his undergraduate studies at the University of Pristina’s Faculty of Chemistry. In the interim, he finished his doctoral studies in law in Tirana.
Blerim Olluri has extensive experience teaching at universities, particularly in the field of criminal justice. At present, he serves as the Rector of AAB College, one of the biggest universities in Kosovo and beyond the region Olluri is an active member of the American Academy of Forensic Sciences (AAFS) and served on the Quality Council of the Kosovo Agency for Accreditation of Higher Education Institutions.
He is certified as a forensic expert in numerous fields. He has taken part in specialized trainings and scientific conferences both domestically and abroad. A number of his scientific publications have appeared in numerous regional scientific journals, “SCOPUS,” and “Web of Science.”

Professional and managerial background:
Blerim Olluri began his 15-year tenure with the Kosovo Police in 2000 and rose through the ranks to become a sergeant, lieutenant, captain, major, and police lieutenant colonel. Blerim Olluri was the Kosovo Police’s Central Forensic Laboratory’s Director from 2003 to 2010. He played a pivotal role and contributed significantly to the creation, building, and operation of the Kosovo Police’s Central Laboratory of Criminalistics during his tenure as director. He also helped to transform this laboratory into the State Agency for Forensics.
His contribution included the drafting of the necessary legislation, the transfer and contracting of personnel, as well as the transfer of assets from the Kosovo Police to the Kosovo Forensic Agency within the Ministry of Internal Affairs.
In 2015, Blerim Olluri was appointed Chief Executive Officer of the Kosovo Agency for Forensics, becoming the highest level of operational, administrative, technical, and executive power.
His responsibilities encompassed devising strategies and policies for the organization, overseeing general administration, organizing and hiring staff, issuing directives for decision-making and administration, and managing human resources and assets with effectiveness and efficiency. Under his direction, the Kosovo Agency for Forensics expanded and accomplished capacity building and forensic functions throughout this time (2015–2024) by accrediting numerous scientific laboratories in accordance with international standards. After 20 years under Blerim Olluri’s direction, the Kosovo Agency for Forensics is now regarded as one of the most advanced and dependable organizations in Kosovo, region and beyond. In Kosovo, the Central Laboratory of Criminalistics and Forensics is credited to Blerim Olluri as its founder.
Blerim Olluri served in the Kosovo Liberation Army and had a significant impact on the organization. He is proficient in both English and Serbian.
Venera (Kabashi) Llunji was born on 12 December 1968 in Prishtina.
She graduated at the Faculty of Philology, Department of English Language and Literature and received her Masters Degree from the University of Calgary, Canada.
She completed a specialization on Contemporary Teaching Methods and Methodology in Bournemouth, Great Britain; another specialization on the Development Program on Leadership and Management and the specialization on European Integration at the European Integration School.
She finished her first PhD studies at the European University of Tirana, Albania and defended her PhD thesis titled: “Nationalism as an ideology in the programs of Albanian political parties in Kosovo after the declaration of its independence“.
She completed her second PhD studies in the South East European University (SEEU) in Macedonia, at the Faculty of Foreign Languages, Culture and Communication titled: “Morphological, syntactic and semantic aspects of adjectives: Comparison between Albanian translation and its original English source”.
She has been working as a professor at the University of Prishtina since 1991 and AAB College since its foundation.
During the years 2002-2005 she was a Political Adviser to the minister of Education, Science and Technology, and was appointed a Political Adviser to the minister of Foreign Affairs in April 2008-2010.
Venera Llunji was a member of the Association for Human Rights and Freedom seated in Frankfurt/Germany, branch in Prishtina during 1992-1999, a member of the working group of OSCE in the process of monitoring projects on the development of Provisional Institutions of Self-Government of Kosovo and projects on the implementation of Standards for Kosovo based on the Resolution 1244, member of the working group with the project on Public Administration Reform capacity-building in the South-Eastern Countries, member of the coordinating group with the UNIFEM Action Plan for the achievement of gender equality in Kosovo. In 2005, she became an Honorary Citizen of Calgary, Canada.
She participated in a number of international and regional conferences and published research papers in different scholarly journals in the region and beyond. She translated three political books: “We deserve Independence”, “Republic of Kosovo” and “Poisoning- a Modern Genocide”.
She was Dean of the English Language Faculty from the year 2014 until 2018.
Currently, she is Vice-rector for International Affairs and Cooperation at AAB College.
She lives in Prishtina. She is married with two children.
Prof. Ass. Dr. Petrit Bushi is a prominent expert in the Western Balkans in the fields of justice, combating corruption, and public administration. He has had a significant impact on the advancement of public administration systems and transitional justice through his extensive academic and professional career in the domains of justice, public administration, and institutional integrity.
In 1988, he graduated with a degree in economics from the State University of Tirana’s Faculty of Economics. He subsequently carried on with his legal studies, graduating in 2001 from the same university’s Faculty of Law with a degree in law. In 2016, the European University of Tirana awarded him a Doctorate in Legal Sciences with the dissertation topic “Financial investigations and confiscation of crime proceeds,” marking the pinnacle of his academic career.
He has held numerous significant positions in a variety of institutions, from early in his career, as an investigator in the Korça Prosecutor’s Office, to leadership and senior academic positions at higher education institutions. In addition to holding significant responsibilities as a liaison officer in Kosovo, Macedonia, and Montenegro, he has worked in the offices of the Korça Prosecutor, the General Prosecutor, the Tirana Prosecutor, the General Directorate of Taxes, and the General Directorate of the State Police. He cooperates closely with international law enforcement agencies and police services to investigate criminal offenses of crime in general and organized crime and corruption in particular.
Over the course of his career, he has made a significant contribution to trainings and seminars aimed at combating corruption and advancing justice on a regional and global scale. He has led training sessions on financial investigations, corruption, and public procurement for institutions including the Council of Europe and the OSCE. He continues to write academic articles for highly regarded journals of law and economics, and he lectures on a variety of legal topics. His academic contributions are equally noteworthy.
He has held senior management and leadership roles at higher education institutions, including Vice Rector for Planning and Development.
In addition, he served as Dean of the AAB College’s Faculty of Public Administration in Prishtina, where he had a significant impact on preparing students for careers in public administration and justice. Apart from his professional and academic responsibilities, he has been a proactive participant in scientific research and public discourse concerning justice and anti-corruption efforts. He has published papers in reputable judicial and economics papers and delivered his research at numerous scientific conferences.
Gezim Shabani was born on September the 4th,1987 in Lipljan. He has graduated in Economics for Management and Informatics both in bachelor(2010) and master degree(2013) at AAB College. He has graduated in doctoral studies in the field of Tourism at the University St. Kliment Ohridski in Macedonia.
He has attended some trainings in management and finance, also has published numerous scientific papers in national and international journals in the field of management, marketing, tourism. He is certified on accounting and communication skills, is a member of the Board of AAB Institute on accounting and certified auditor.
