Law

The mission of the Faculty of Law is to strive for excellence in educating professionals in the field of law, through student centered approaches and advanced teaching and learning methodologies, enabling students to respond to new legal challenges in an evolving society. The Faculty engages in generating new knowledge through scientific research activities and identifying practical issues, and thus contributes to improving the functioning of the legal system and promoting positive changes of the society in Kosovo and beyond.

The Faculty of Law aims to achieve this mission through a commitment to lifelong learning, providing transformative and innovative learning experiences and teaching methodologies, and providing skills that enable students to navigate and effectively use vast amounts of information made available by new technologies.

In addition, the Faculty of Law aims to develop the personality of students, engaging them in various discussions related to social and ethical issues and social responsibility. The Faculty of Law promotes the participation and engagement of students in improving the learning process, thus contributing to building leadership skills, cooperation, and responsibility towards others.

Dean

Mentor Lecaj

Dean

Professor of International Law (teaches International Law, Arbitration, and European Law). Mentor participated in a training organized by Ohio Northern University, where he was certified in Legal Pedagogy by successfully completing their courses. He participated in many roundtables, panels, conferences, and other local and international trainings on teaching methodology and scientific research.

He completed Bachelor studies in Law, as well as Master’s and Doctoral studies in International Law. At Harvard University, he completed the Challenges of American National Security, Strategy, and The Press course.

Mentor Lecaj also passed the Bar Exam and worked as a licensed lawyer. He participated in many projects such as the Japan International Cooperation Agency (JICA) and the Western Balkans Cultural Antenna.

Mentor is a member of the expert group in the Assembly of the Cultural Innovation Network, located in Brussels, and he is also involved in other organizations in Albania and Kosovo.

He started working as a full-time Lecturer in International Law at the University of Prizren and currently works full-time at the Faculty of Law – AAB College.

He speaks English, French and Serbian.

Besard Belegu

Teaching Coordinator

Prof. Ass. Dr. Besard Belegu was born on November 6, 1988 in Prizren. He completed his primary education in Peja and secondary education in Prizren. In 2012, he graduated from the Faculty of Law of AAB College in the field of “General Law”, where he received the title of “LL.B in Law” (https://aab-edu.net/).

In 2014, he completed his postgraduate studies at the Public University “Hasan Prishtina” in the field of “Constitutional and Administrative Law”, where he earned the title of Master in Constitutional and Administrative Law (LL.M) (https://uni-pr.edu/).

Afterwards, he completed his doctoral studies in 2017 at the South East European University in the Republic of North Macedonia, in the field of “Public Administration” where he earned the title “Doctor in Governance and Public Administration” (https://www.seeu.edu.mk/sq).

His professional and academic experience began in higher university education, initially as an assistant at the Faculty of Law of AAB College from 2010 and later as a lecturer in the group of constitutional and administrative subjects. In 2019, he received the academic title “Assistant Professor Doctor in the group of constitutional and administrative subjects” at the Faculty of Public Administration of AAB College, where he still holds this title and lectures on subjects such as: “Administrative Law”, “Administrative Procedure Law”, “Local Governance”, “Human Rights”, etc.

In 2024, upon appointment by the KPA Board, he served as an external expert in the Admission Committee for senior management positions. Later, upon appointment by the Government of the Republic of Kosovo, at the end of 2024 and the beginning of 2025, he served as an external expert in recruitment for senior management positions in the Kosovo Correctional Service and the Agency for the Administration of Seized and Confiscated Assets. From December 2024 to February 2025, he also served as a trainer on the topic “Property Rights for Vulnerable Groups in Kosovo” within the project of the “PEN Kosovo” Organization.
