Prof. Ass. Dr. Fatime Arënliu Qosaj ka lindur në Prizren, ku dhe përfundoi shkollimin fillor dhe të mesëm. Në vitin 1991 diplomoi në Universitetin e Sarajevës Fakultetin e Mjekësisë, me titullin Doktor i Mjekësisë. Ndërsa në vitin 2004 përfundoi studimet master në shëndetësi publike në Universtetin e Harvardit – Shkolla e Shëndetësisë Publike ku fitoi titullin Master në Shëndetësinë Publike (MPH). Krahas punës në organizatat ndërkombëtare në Kosovë dhe jashtë Kosovës (Organizatën Botërore të Shëndetësisë, Bankën Botërore dhe UNDP/UNAIDS) dhe angazhimeve të saj në Ministrinë e Shëndetësisë, të Qeverisë Republikës së Kosovës, në vitin 2017 mbrojti disertacionin e doktoraturës në Universitetin Ludwig Maximilan në Münich të Gjermanisë – Qendra për Shëndetësi Ndërkombëtare, me temën në lëminë e ekonomisë shëndetësore: “Një model empirik i qasjes në kujdesin shëndetësor, shpenzimeve për kujdes shëndetësor dhe varfërimit në Kosovë.”, duke u nderuar me titullin Doktor i Filozofisë (Ph.D.) në Kërkime Mjekësore – Shëndetësi Ndërkombëtare.
Prof. Ass. Dr. Arënliu Qosaj është eksperte në politikat e shëndetit publik, menaxhimin e sistemeve shëndetësore dhe integrimin e politikave shëndetësore sipas acquis të BE-së. Ajo në Fakultetin e Shkencave Mjekësore në Kolegjin AAB është bashkë-themeluese, bartëse dhe ligjeruese në Programin Master Shkencor Menaxhment Shëndetësor, ligjeruese në Fakultetin e Infermierisë dhe Stomatologjisë. Në kuadër të Programit Master Shkencor Menaxhment Shëndetësor ajo me studentët e saj ka përfaqësuar Kosovën në themelimin dhe implementimin e platfomës dixhitale për mësimdhënie dhe mësimnxënie mbi sfidat e shëndetit global dhe eksperiencës “një shëndet”, iniciativë kjo e universiteteve nga Brazili (Federal University of Espírito Santo and Federal University of Paraná), Gjermania (Ludwig Maximilian University of Munich and Technical University of Munich), Mozambiku (Catholic University of Mozambique), dhe Kosova (Kolegji AAB). Ajo poashtu në kuadër të këtij programi, në bashkëpunim me ekspert ligjor të “health acquis” bazuar në hulumtimet e saj të dimensionit të politikave shëndetësore të Kosovës në procesin e anëtarësimit të saj në Bashkimin Evropian ka formuluar dhe jetësuar lëndën “Health acquis” e përkrahur nga Komisioni Evropian.
Fatime Arënliu Qosaj është pjesë aktive e grupit shkencor punues pranë Harvard Global Health Institute për forcimin e qëndrueshmërisë së sistemeve shëndetësore globale dhe bashkëpunon me ekipin hulumtues nga Norwegian University of Science and Technology në hulumtimin e ndikimit të faktorëve financiar në marrjen e shërbimeve shëndetësore për kancer. Kontributi i saj në shkencë përfshin publikimet dhe prezentimet kyresore si në vijim.

Kultura dhe arti – Përveç veprimtarisë akademike dhe shkencore, Prof. Ass. Dr. Fatime Arënliu Qosaj është edhe artiste, e njohur për bashkë-krijimin me natyrën dhe reflektimet filozofike që ndërthurin kalueshmërinë e kohës me ndjeshmërinë njerëzore. Më 18 prill 2025, Prof. Ass. Dr. Fatime Arënliu Qosaj hapi ekspozitën e saj të parë artistike në Prishtinë, në bashkëpunim me DADA Art Gallery dhe kuratorin Prof. Ass. Enver Hoxhaj, me titullin “Grimcat”. Përmes pikturës dhe skulpturës, ajo përçoi një vizion të ndryshimit të vazhdueshëm në lëvizje, duke reflektuar mbi lidhjen mes artit, shkencës dhe ekzistencës. Ajo vazhdon të krijojë në atelienë e saj në Prishtinë, krijimtaria e saj në pikturë dhe skulpturë vazhdon të jetë pjesë e pandashme e identitetit të saj personal dhe profesional (video e ekspozitës/ Facebook – DADA Art Gallery / Enver Art Gallery).
Prof. Ass. Dr. Fatime Arënliu Qosaj është një figurë me profil të spikatur akademik, me përvojë të thellë në ndërthurjen e kërkimit shkencor, hartimit të politikave dhe përmirësimit të sistemeve shëndetësore. Ajo njihet për aftësinë për të ndërthurur përvojën praktike me reflektimin teorik dhe për të kontribuar në zhvillimin e dijes përmes publikimeve të saj shkencore. Me qasje ndërdisiplinore dhe përkushtim ndaj cilësisë, financimit të qëndrueshëm, integrimit evropian dhe inovacionit sistemor, ajo ka udhëhequr dhe mbështetur procese të rëndësishme të bashkëpunimit ndërmjet akademisë, institucioneve publike e private dhe organizatave ndërkombëtare, duke përfaqësuar një zë të respektuar në qarqet shkencore, sistemin e arsimit të lartë dhe në shëndetësinë publike, në Kosovë dhe më gjerë.
